There's wisdom in your gut. To go further, I suspect corporate hierarchies become battlefields and torturemills because of trust issues at scale.

Edicts and objectives come down from on high, but how does the top of mount meta, brain that it aspires to be, detect what the tips of the fingers are touching? A lattice of KPI's, gantt charts, and managers sewn together into a ghoulish nervous system, each link holding a knife to the throat of the next. None of this apparatus has many tools evaluating the quality and intensity that someone is curiously relaxed.

If you force the tools to try and perform this task, you end up sending daily emails asking people to report their current level of relation and curiosity, but in a way that obfuscates what you're asking. This is so you can stack rank them based on how relaxed and curious they are. So when you fire those who are the least relaxed and curious the aggregate measure bubbles up and you can be an industry leader at these things.

The fuel for the fire extinguishes it.
